Baiona carries out its first List of Jobs

The municipal government and the union representatives of the employees of the Baiona City Council have sealed an agreement by which, for the first time in the history of the Baiona Corporation, a List of Jobs (RPT) is approved.

“This is the first List of Jobs (RPT) of our City Council as a result of dialogue. The fundamental objective is to provide better service to residents, through two basic principles: strengthening the personnel structure and improving the working conditions of municipal workers,” highlights the mayor of Baiona, Jesús Vázquez Almuiña.

The preparation of the first Job List of the Baiona City Council as an instrument for organizing human resources to be implemented in the next three years is the result of a year of work carried out by a specialized consulting company (EOSA). During this period, 6 months were spent negotiating with union representatives. Within the tables, proposals were made table by table that were listened to by the government team and incorporated into the final document.

In a year of work, we have managed to carry out a fundamental work tool for the proper functioning of the City Council. The company conducted interviews with half of the municipal staff and five meetings called negotiation tables were held. As a result of this entire process, the RPT has been carried out with the unanimity of the unions represented in the Baiona City Council.

The result of the proposal was unanimously approved in the Assembly on September 27, 2024 and ratified on October 1, 2024 at the negotiation table. The proposal has the following guiding axes:

1. Prepare a municipal organization chart divided by management areas. As a novelty, it is proposed to unify the powers of Registration, Register, Statistics and Citizen Service in a single work unit, much more versatile and adapted to the real needs in the field of electronic Administration, already implemented in the City Council of Baiona. This Unit is now called CITIZEN SERVICE AND DIGITAL TRANSFORMATION, reinforcing the staff team with newly created positions in this unit that provide citizen service in the various matters of municipal competence.

2. After the temporary stabilization processes of Law 20/21 with the approval of the first RPT, they propose to take another step of adaptation to the reference regulations in public employment and increase the stability of the workforce through access to functionalization processes. Once the RPT is approved, the City Council will address a functional plan for the positions indicated in the RPT as civil servants but occupied by permanent staff.

3. Implement internal promotion mechanisms by opening positions to two qualification groups such as Librarian, Draftsman, Ordinance-Notifier, Administration Officer among others….

4. Introduce a principle of rationalization and regularization of the current remuneration system. In this way, it is regularized by eliminating the particular situation derived from the current perception, by municipal staff, of productivities, becoming part of it with a specific complement.

5. Vacant positions in the City Council’s Personnel Annex are optimized by creating new jobs with more qualified professional profiles adapted to the demands of the City Council’s workers and who will have specific functional tasks (Example: Chief Engineer of Brigades, Inspector of works and services, Services Officer…).

6. Work units such as tourism, museum, library or parking are encouraged by providing these units with more staff.

“The new RPT clarifies and improves the organizational structure of the municipal workforce, something that will directly impact the improvement of services to the citizens of Baiona. It will be valid for many years because it is the first personnel structure in the history that the Bayonne City Council puts in place. This is a historic moment that we all have to congratulate for finally achieving, after many years, an RPT unanimously agreed upon by union representatives. It has been an enormous job on the part of everyone, the administration and the union representatives that we have worked together with,” the councilor concludes by explaining.

The mayor highlights that this new organizational tool has the contributions and unanimous support of the union representation of the Baiona City Council, since there have been two previous occasions, in 2006 and in 2017, in which the RPT was It was left in the drawer.
