The judge asks for the email about Armengol’s relationship with the Koldo plot

The judge of the National Court investigating the Kold caseor, Ismael Moreno, has asked the Civil Guard to requisition the emails from officials and senior officials who awarded the masks fake in the Balearic Islands and the Canary Islands. As for the Balearic Islands, the judge demands that emails and all documentation related to the purchase of masks from the Koldo scheme be provided. One of the emails, which was revealed by OKDIARIO, demonstrates the direct relationship of the Armengol Government with the corrupt plot.

The email reveals that the company Soluciones de Gestión y Apoyo a Empresas SL, investigated in the Koldo case by alleged bribery in contracts During the pandemic, he offered the Balearic Government chaired by Armengol to send the shipment of masks, an offer that was immediately accepted. This is a shipment of masks that was initially directed to Aragon, but was rejected by this community due to its high cost: 3.7 million euros.

This is an email that addresses Inigo Rotaetxeowner of the company Soluciones de Gestión y Apoyo a Empresas SL, to the senior position of the Ministry of Health Manuel Palomino who is addressed as “dear Manuel” and that the senior official of Armengol receives both his official and personal courier. Next, he specifies the content of the shipment of masks.

The email is a clear example of the direct relationship of the Government and Armengol officials with the corrupt plot and the first documentary evidence of their businesses.

At that time, April 2020, Palomino was director of Management and Budgets of the Ministry of Health. That email, with the subject Airplane content 04/26/2020 KN95was sent by Rotaetxe on April 25, 2020 both to Palomino’s corporate address and to his private email.

In the message, Rotaetxe tells Palomino the following: «I am sending you the quality documentation of the plane that is arriving on 04/26/2020 to Barajas tomorrow at noon or early afternoon. This plane could stop in Barajas to the Balearic Islands.

Next, the owner of the company Koldo case details the content of the shipment of masks, 1.4 million in total.

The email, as already indicated, is dated April 25. This same day the Government of Armengol evaluated the offer of the shipment of masks, accepted it and the procedures began. emergency procedures to the entity that had to act as customs representative of IB-Salut to coordinate the delivery.

Before this email there had been a phone call from Rotaetxe to Palomino with the offer of the masks. The offer was specifically FFP2 masks. This is what the Government accepted, but in the end it was all a scam and what arrived in Palma were surgical masks of poor quality and much cheaper than those contracted.

Despite the fraud, the Armengol Executive kept the masks without question and had no choice but to store them because they were useless. At that time the Department of Health had plenty of surgical masks.

On April 27, the Armengol Government took charge of the shipment of 1.4 million masks in 1,329 boxes and on May 5, the payment order for the 3.7 million was executed. Three days later, on May 8, the then Minister of Health, Patricia Gómez (PSOE) submitted to the Government Council the urgent purchase of the masks.

The Armengol Government paid the key company in the plot of the Koldo case the 3.7 million masks fake without even having formalized the contract for their purchase, without knowing if they were valid or not.

A report from the Central Operational Unit of the Civil Guard, at the request of the Court of Instruction number 2 of the National Court, sets the day May 5, 2020 the transfer made by the Balearic Health Service to the company linked to Koldo Garciaright-hand man of the former minister and socialist deputy, now in the Mixed Group of the Chamber, José Luis Ábalos.

Specifically, that day May 5, as revealed by the investigations of the Civil Guard, a bank account from the company Management Solutions «received two related transfers with the facts investigated: one originating in State Ports for an amount of 4,549,850 euros, and another from Health Service of the Balearic Islands for the amount of 3,701,500 euros, providing the company’s bank account with a balance of 9,165,148 euros.

The million-dollar transfer from the Balearic Government was carried out without a contract to justify it. The Health Service of the Balearic Islands did not formalize the contract for the acquisition of masks that turned out to be fraudulent until three days later, on May 8, 2020.

On May 12, the announcement was published on the Contracting Platform. It was later when analyzes were carried out on the material received and it was found that it did not meet the requirements of an FFP2 mask, which is why the Balearic Executive has made a financial claim.
